If you have any .dat files in
$ORACLE_HOME/otrace/admin (especially process.dat)
remove them.
Any chance there 's a log-on trigger (run amuck)?

First of in your dba schema (sys system ... whatever you use) create a
directory pointing tTX locks take locks against rows not blocks.
When you execute DML against a table a TX enqueue (or lock)
is implicitly allocated for the duration of your transaction.
