The only good reason I am seeing I 've seen a similar situation on HP-UX where all trace files were being
sent to rdbms/log.
Check out Metalink Note 283579.1. It may help solve your issue.

When I restore a 10gR1 Standard Edition RAC/ASM database
on a server I attempt to run dbca and 'reconfigure ' the system
with EM dbconsole for that cluster/node. Steps below seem
to have worThis is Oracle v8174 on OpenVMS v732.
We run a standby database in managed mode.
In the past when we were forced to add datafiles to the primary
we would get an ORA-01516 (nonexistent log filDont forget that the trigger must refering (or doing) this insert dynamically.
