If you have the right infrastructure I would go with rman. It requires
DBA time to set it up but once its there you can use it to duplicate
databases. Of course it sounds like you will neAnother solution is bbed which is provedi by Oracle itself.
Normally Oracle support use it for repairing blocks. Of course you
can use it to corrupt blocks.
You need to compile bbed urself.
$ cAmihay
It is easy if you need to copy whole database.
If the requirements are to copy just DB structure with empty (SMALL)
tables + some data then it can be bit complex.
