Yes it does. Install is quite similar to Unix or MS2000.

I need to install Personal Oracle on a developers laptop. I install
Oracle on Unix and NT/MS2000 servers all the time but I have never
installed Personal Oracle. Is there anything to watch out for? Does
Personal Oracle include the networking utilities?
