what OS is it on, have you followed the install guide and set all the parameters you need to?

i was trying to install oem 10g with the new database
option. the installation hangs at the creation of the
database.
my question is do we have to have the oracle 9.x.x
software preinstalled before oem installation?..
the documentation is not clear about the
prerequisites.
