Hi Jonathan,
The instance does not need to be running in order to do a CREATE PFILE =
FROM
SPFILE.
I just tested it on version 9.2.0.

3. SQL>> host vi /tmp/pfile
4. SQL>> create spfile=3D'?/dbs/spfileSID.ora' from pfile=3D'/tmp/pfile'
5. SQL>> host rm /tmp/pfile
6. SQL>> startup
In my case, I couldn't start my instance at all, so I
wouldn't have been able to issue the create pfile command in
step 2.
