Hi Jonathan,
The instance does not need to be running in order to do a CREATE PFILE =
FROM
SPFILE.
I just tested it on version 9.2.0.

In my case, I couldn't start my instance at all, so I
wouldn't have been able to issue the create pfile command in
step 2.
