Working from a dim and distant memory -
is it possible that dbms_system is not installed
automatically in 7.3, and requires you to run
one of the dbms or utl scripts from
$ORACLE_HOME/rdbms/admin

I have a vague recollection of a time when
it contained nothing by set_ev and get_ev.
