Hi Ronald,
I have just solved the problem.
This is bug 4696660.
Two DLLs are missing (MSVCR71.DLL and MFC71.DLL).
After downloading and copying to %systemRoot%system the instantclient works
fine.

do you use the "Instant Client Package - ODBC"??
If not, you can not create a "system-DSN"
