you should apply the latest patch to Developer 6i.

Oracle Developer Family: Patchset 4183804
RELEASE 6I : PATCH 17

Latest supported database was 10g R1 now desuported.

Connection to 10g R2 did not work for me.

You should use separate ORACLE_HOMES
