I had these problems in only one case:
The ocr/voting disks are not available. In this case you will see anything
like "crs waiting on dependencies" in your /var/log/messages.
You see the process "/bin/sh /etc/init.d/init.crsd run" in your process list -
this is the startup command for initial starting the crs by the init.crs
script in /etc/init.d.
For starting crs on boot, there is a dependency to /etc/inittab too. Oracle
installation puts a line for respawning init.crs on bottom of inittab. This
respawn runs on and on without success, and the /etc/init.crs script sets a
flag to enable this respawning-and-ever-failing process. A bit strange, but
it works fine so far. If you are interesed in crs issues, have a look at
Oracle notes 263897.1 and 259301.1.

I am running a two-node RAC with SLES9 64bit and 10.2.0.1 here.
