I had a problem with my first install of OEM 10g r1 and was told to do a
reinstall by an Oracle tech. To do this I had to do the following. Maybe
you can do sonething similar with r2:

-  uninstall OEM components using OUI
-  remove the Oracle Home from the Path
-  delete the ORACLE_HOME directory
-  run the following sql in the repository db:
      ?  drop user sysman cascade;
      ?  drop role mgmt_user;
      ?  drop user mgmt_view cascade;
      ?  drop public synonym mgmt_target_blackouts;
      ?  drop public synonym setemviewnxrcontext;
