The message is no complaint, it's informational, and absolutely uncritical.
Oracle want to tell you, that you have set a limit
(db_recovery_file_dest_size), and Oracle has used 8.61% of it. But Oracle
does not know how much space there REALLY is available. This means, Oracle
has not implemented a df-like function into the db_recovery_file_dest_size
check routine.
Do not worry, keep an eye on your disk fill state, and all will be well.
