Hi,

maybe Oracle tool tnsping is of some help for you.

see: http://tahiti.oracle.com/pls/db10g/db10g.drilldown?
remark=quick_search&word=tnsping

If you want to diagnose OS level try ping and traceroute.

Maybe there is a crontab job canibalizing resources.

regards,

Toni
