Mhmm... I'm not sure to understand what you are looking for. Anyway, if you want to give public access it is possible to do so without user and password. Have a look to http://download-uk.oracle.com/docs/cd/B19306_01/appdev.102/b14259/xdb22pro.htm#sthref2284.
