Perhaps you can give us a little more to go on. Application user -- does that mean someone who uses Oracle Applications? But using collections? Does that mean a developer?

 

In the 9.2.0.4 patch set notes, there are several mentions of fixes for ORA-22813 errors. You may want to consider applying that patch.
