I'm not positive on this, but I believe the following parameter setting:
 
log_archive_min_succeed_dest         integer 1
 
And the fact that you don't explicitly have MANDATORY specified in you rlog_archive_dest_1 or 2 parameters means that your colleague is correct.  Someone else please confirm, or correct me if I'm wrong.
