Have you checked that the instance is using a password file?
Login as sysdba and issue "SHOW PARAMETER PASSWORD" you should see
NAME                 TYPE   VALUE
remote_login_passwordfile string EXCLUSIVE (or SHARED)
If this is the case then check that the password file actually exists. On
Windows in must exist in ORACLE_HOME\database and must be called
PWD<sid>.ora
If it is not there try and create it.
orapwd file=c:\oraDB9_2\database\PWDsid.ora password=secret
