We had this error by not configuring the local_listener in the spfile.
What happens: If the listener initiates a failover to the second node, because it is not serving the required service the domain name is not provided to the client. When you configure load_balance=yes in your tns_names string this ends in a intermittent problem behaviour. As long as yous tay in the same dns domain no problem. When you define a local_listener the domain will as well be provided.
2'nd Workaround: insert the VIP IP as alias into your dns that every client in your network can access the vip without domain.
