Hi Paul,
not sure since I don't have any oracle installation at the moment but I
believe the instant client search the tnsnames.ora in the ORACLE_HOME.
While you have the file in $ORACLE_HOME/network/admin.
So I think, in your case, it works only when you specify the right tnsnames
location with TWO_TASKS.
