I checkout the Quest Web.
I think ODBC is not the problem, I guess SQL*Navigator use
a native connection to Oracle Database.
Did you get any error messages?
Without error message I can not guess whats going wrong.
If it is not a problem for you install the complete client from
http://www.oracle.com/technology/software/products/database/oracle10g/htdocs/10201winsoft.html
