Usually you must run the laterst clusterware, but can run a previous Oracle
versions.
Be very careful, any non standard RAC configuration can reveal problems.

Identical HW is not an requirement. Common minimum HW requirement should be
met by all nodes.

Oracle release docs covers this question, which version can be member of
current release and vice-versa.
