I know our RMAN/Netbackup backups automatically retry 3 times if they
fail and we don't do it from the client side - our "Storage/Backup
Admins" have it configured on the Netbackup server somehow.
Unfortunately I don't have visibility to how they do it, but I know they
do. If your backup people still insist it can't be done, let me know
and I'll see if I can get some helpful tips from my backup people.
