CPU time is limited by the number of CPUs. The wait time is limited by the number of sessions. So if you have 8 CPUs you can have 8 CPU seconds per second. If you have 30 session you can have a max of 30 seconds of wait time per elapsed second.

Is is true that time metrics per second can be more than 1 second(per second) when server has more than one CPU? Meaning for example that on 8 CPU machine maximum wait time should not exceed 8 seconds unless we have some rounding errors or bug.
