You can us materialized views on prebuilt table or us triggers to sync database

then you can have only 5 minutes or so time to switch to the new database.
I use this method to migrate from Dell 6850 (Linux x86) to IBM P570 (Aix 64bit)
with only 30 seconds downtime.

transportable tablespaces with, possibly, conversion using RMAN if they have

this needs both database to be 10g. Oracle9i didn't support migration from
different platforms.

In this thread we were talking about Linux x86 vs Linux x64_86 which are the
same platform but different "bitness".
So your "technical specialist" is right - you can use old fashioned
export/import, data pump export/import or over the network, or transportable
tablespaces with either export/import or data pump.
