Add
the use of services to this with the resource manager, you can then tune usage
by service, allowing a service to only have so much resource between certain
times.
Your SQL users then use a different
service, you can create all sorts of services and use them to control your BI
access, other SQL access eg Access, Excel if you have them in
use.

It can be done using resource profiles, though they are only
useful when resources at 100% usage.
