No details about OS/Plaform/Version details.. So it is shooting in the dark.

Are you trying to configure VIP on a network addresses intended for
private use (non routable?) (10.x.x. or 172.16.x.x./192.168.x) , If
yes you may be hitting bug (4702249), which closed as not a bug .

Check http://www.faqs.org/rfcs/rfc1918.html for the network standards..
