Read the New Features manual.
(coincidentally, I re-read this just last night. Starting on 11g tonight)

When you come to a reference to another manual for a new feature,
go to that manual and read that section.  If feasible, or it is an item of
particular interest, learn how the feature works by testing it in a
test database.

That's the best method IMO.
