You may achive this functionality throught the use of profiles. Once you have a profile set up:
ALTER PROFILE pro_name FAILED_LOGIN_ATTEMPTS 3;

Does the total lack of response to this question mean there is no way to freeze the account after several failed logins?
We are being pressured by auditors to come up with a way to do this.
